Green Public Procurement Trends in the EU and the US (H1, 2022)

Following the publishing of the Green Public Procurement Trends report covering the 2011-2021 period in the EU and the US, TenderAlpha continues to monitor the development of GPP and the growing uptake of sustainable procurement across the largest economies in the world. 

In this article, we will share some insightful figures about green public procurement in the first half of 2022 to shape your understanding of the market and shed light on the countries that are most committed to procuring environmentally-friendly products and services. 

Green Public Procurement in Europe

Starting in Europe, below is a ranking of the top 10 EU countries by percentage of money spent on GPP out of total amount spent on public procurement in the first six months of the year. 

  1. Denmark - 36.45%
  2. Malta - 31.15%
  3. Croatia - 29.06%
  4. The Netherlands - 29.02%
  5. Iceland - 27.68%
  6. Hungary - 27.40%
  7. Greece - 24.99%
  8. Poland - 24.13%
  9. Belgium - 21.15%
  10. Ireland - 19.92%

Evidently, Denmark’s commitment to prioritizing green public procurement by launching a designated strategy in 2020, is bearing fruit, as the country excelled in 2022, with a total awarded amount for green contracts approximately $10bn, equalling over 36% of overall procured contract amount. 

Malta - a country that is also well-known for its GPP efforts (as shown in our previous report), remained a leader with nearly one-third of the money spent on public procurement awarded for sustainable projects. 

Rather surprisingly (or not so much), Croatia demonstrated a significant increase in public spending in the green department (29%), or around about $400m. 

Another notable mention is Greece where 25% of the awarded amount for government contracts (or nearly $700m) was spent on green public contracts. 

Interestingly, France ($6bn) and Spain ($4bn) - which ranked in top 5 in our report for the 2011-2021 period, missed out on top 10 in the first 6 months of 2022, with respectively 19% and 16%. 

Green Public Procurement in the US

Looking at the other side of the Atlantic, the figure for the US nears 13%, staying at the same level as in 2021. In USD figures, the total sum spent on green public procurement by the US federal agencies in the first half of 2022 amounts to around about $34bn. 

Breaking the data down further, the strongest month for GPP was April when almost 23% of the money awarded by the US government was for green public projects.
